At what point can somebody use thier newly acquired research skill?
At what point can somebody use thier newly acquired research pool point?

I've heard people say they can use their new skill and or point immediately after purchase as long as it's aquired before the research submission deadline. I've also heard that they must wait for an event to pass before they can use it with research.

What would be correct?
