But, to clarify, to use a 'touch by packet' you do need to actually touch someone by packet (although it's common in pretty much every larp to forego the packet for Diagnosing), so all an active/unwilling opponent would have to do to not be affected (and thus not have to answer yes or no to a Diagnose) is to move away so you couldn't touch them with the packet.
If you did touch them successfully, though, there is no 'refuse to be affected by touch casting' in Accelerant -- if the packet touches you, you take the effect (or respond with a defense like Avoid).
So to do what is effectively diagnose at a distance, Dwayne's idea of a 'By my gesture Expose' is a good one. Expose only works on specific traits, though, so you'd have to run through the list: 'By my gesture expose Coydo? By my gesture expose Zeethra?', if every critter had a trait that was its species. (The equivalent of the race traits PCs have.) That would mean PCs would need to have and remember the species knowledge OOG, which could be good or bad, depending on what you want.
